In Pennsylvania, gas utilities earn more revenue by selling more gas--this is referred to as the "throughput incentive." As a result of the throughput incentive, many view investments in energy efficiency as threats to the utility business model.

"Decoupling" is a general term for those policies that eliminate the throughput incentive and break the connection between gas sales and utility revenues. It is being discussed widely as the next important step in the development of Pennsylvania's energy efficiency industry.

Are the energy markets in Pennsylvania broken? Should the incentives of its gas utilities be realigned to support investments in energy efficiency? If so, how?
