Philadelphia Stormwater Management Incentives Program (SMIP) Grant

There is a new opportunity for a potential grant to assist your organization with stormwater management systems on existing properties via PIDC. The Philadelphia Water Department (PWD) and the Philadelphia Industrial Development Corporation (PIDC) are pleased to announce the new Stormwater Management Incentives Program (SMIP) Grant, which compliments the existing SMIP Loan Program.  SMIP is designed to provide low-cost financing for commercial and non-profit property owners to design, construct, and implement stormwater management systems that prevent runoff from overloading the City's sewer system and waterways. The launch of this new iteration of SMIP means that commercial and non-profit property owners will now be able to apply for direct grant funding for stormwater management improvements to existing sites. The program is not applicable to new construction, but applies to implementing these management systems on existing facilities so as to lower this portion of your water bill.  

The SMIP Grant Program will follow an RFP process rather than the rolling application process that is used for the Loan Program.  The Philadelphia Water Department will be solely responsible for determining which applicants receive SMIP awards. Some applicants may receive SMIP grants while others may receive a combination of SMIP grants and loans.  Still others may only receive a SMIP loan. While there is no cap on the grant size, this is a limited source of funds and the intent would be to maximize the potential of the program.
