Obama declares insulation “sexy” in the HOME STAR speech on December 9, 2009. The HOME STAR program focuses on home weatherization with the intent to create more than 500,000 new jobs nationally. According to Ed Thomas of the organization Utility Exchange, HOME STAR’s basic structure was developed by an ad hoc committee of private sector advisors, with strong participation by Efficiency First (www.efficiencyfirst.org), a national advocacy association for the home performance workforce.
