Pennsylvania Housing Finance Agency

In an effort to lessen the impact of rising energy costs on Pennsylvania’s affordable housing stock, Pennsylvania Housing Finance Agency (PHFA) has developed a multifamily energy conservation loan program, known as Preservation through Smart Rehab. Through Smart Rehab, funds will be available to make building systems more efficient. Properties seeking these funds will be required to have an energy audit performed by a qualified energy professional. In connection with the Program, the Agency is sponsoring Building Performance Institute (BPI) Certified Multifamily Analyst training. Auditing firms will be required to have a certified multifamily analyst on staff for program participation after July 31, 2009. The 6-day training will focus on multifamily buildings of various configurations, and culminate with the BPI Multifamily Analyst Certification testing on August 13, 2009.

Since its inception in March, 2009, the Preservation through Smart Rehab program has received 47 applications for energy audits. Many more are anticipated as more building owners learn of the program.
