According to ACEEE, Pennsylvania ranks 16th among the states with regard to energy efficiency.

Energy Efficient Building Legislation Passes in Philadelphia

Philadelphia City Council voted unanimously on Dec. 10, 2009, to pass Bill No. 080025, which calls for new construction and major renovation of large City government buildings to be designed, constructed, and certified at the LEED-silver level.
